Can You Drive Out of State With a Learner’s Permit? (2026)

Sometimes. Your destination must recognize the permit, your home credential must be valid outside its issuing state, and you must follow the restrictions that apply in both places.

Quick answer

Do not treat a learner permit like a nationwide driver license

A learner permit may be honored across state lines, but recognition is not automatic or uniform. New York, for example, accepts an out-of-state learner permit only when the driver is at least 16, the issuing state allows the permit to be used outside that state, and the driver follows both sets of restrictions. Illinois says a valid out-of-state instruction permit can be used while traveling through Illinois when the driver stays within the permit’s parameters and carries it.

Other agencies, including Washington, Colorado, Michigan, and Pennsylvania, tell their own permit holders to check the destination before driving. If you cannot get a clear current answer from the destination agency, do not let the permit holder drive there.

All three conditions should be confirmed before you drive

1. Home-state permissionThe issuing state must allow that permit or permit class to be used outside its borders.
2. Destination recognitionThe state you enter must recognize the out-of-state learner credential for a visitor of your age.
3. Every applicable restrictionFollow the issuing-state limits and the destination’s supervision, age, location, passenger, and time rules.

When the rules differ, the safe planning approach is to follow the stricter requirement. A destination may require an older or more experienced supervisor, prohibit a younger permit holder entirely, or restrict roads that your home state allows.

How to verify an out-of-state learner permit

  1. Identify the exact credential. Note the issuing state, permit class, holder’s age, issue and expiration dates, and every printed restriction.
  2. Open the destination’s official agency site. Search that site for “out-of-state learner permit,” “nonresident permit,” and “learner permit restrictions.”
  3. Confirm the supervisor. Ask whether the supervisor’s age, years licensed, license state, relationship, and front-seat position qualify.
  4. Confirm the route and time. Check highways, parkways, tunnels, road-test areas, nighttime hours, passengers, and phone restrictions.
  5. Get a direct answer when guidance is unclear. Contact the destination licensing agency or state police. Record the date, office, representative, and answer.
  6. Call the vehicle insurer. Confirm the learner is covered in every destination and whether the company requires notification.

Coverage matters

Permit recognition does not automatically confirm insurance coverage

PennDOT specifically tells learners to check the insurance company as well as the destination state. Ask the insurer whether the household permit holder is covered, whether the permit must be reported, whether coverage follows the vehicle across state lines, and whether any excluded-driver or household-driver rule applies.

  • Carry the valid permit and any required temporary credential or authorization letter.
  • Carry current registration and proof of insurance for the vehicle.
  • Use a vehicle the supervising driver is legally allowed to operate.
  • Do not assume a rental company permits learner drivers; rental contracts commonly require fully licensed authorized drivers.
  • Keep emergency contacts and the destination agency’s contact information available.

Visit or move?

Becoming a resident is different from taking a trip

Visitor recognition answers whether a nonresident may practice temporarily. Once you establish residency, the new state’s deadline and transfer process control. Massachusetts offers a permit conversion path with eligibility and record requirements. Georgia can transfer an eligible permit and count time held. Kentucky directs new residents with an out-of-state permit to apply for a Kentucky credential. Washington says an out-of-state permit cannot simply be traded and may require a new test or approved training path.

Before moving, keep the original permit, driver education certificate, signed practice log, official driving record, proof of issue date, and any parent or guardian forms. These records may preserve credit that is otherwise difficult to prove.

Questions families ask before a road trip

Can I drive through multiple states with a learner’s permit?

Only after every state on the route confirms recognition and you can meet the applicable restrictions in each one. A rule that works in the starting and destination states does not automatically cover the states between them.

Which state’s learner permit rules do I follow?

Follow the restrictions imposed by the issuing state and the destination’s rules for permit holders or visiting minors. When requirements differ, follow the stricter rule and ask the destination agency how it applies.

Can a learner permit holder drive in New York?

New York says an out-of-state learner permit holder may drive there if the person is at least 16, the home permit is valid outside the issuing state, and the driver follows both the issuing-state restrictions and New York restrictions.

Can an out-of-state permit holder drive in Illinois?

Illinois says a person with a valid instruction permit from another state may drive while traveling through Illinois when the person remains within the permit’s parameters and has it in immediate possession.

Can I use an out-of-state permit after moving?

Do not rely on visitor rules after establishing residency. The new state may require conversion, a new permit, testing, records, or local driver education. Check the residency deadline immediately.

Does my car insurance cover a learner driver in another state?

Only the insurer can confirm the policy. Ask before travel whether the permit holder is covered, whether notification is required, and whether coverage follows the vehicle in every destination.

Can I take a road test in another state with my home permit?

Usually the licensing process belongs to the state where you are eligible to apply, and resident rules control. Some states credit an out-of-state permit or allow a limited transfer path, but do not schedule a test until the destination agency confirms eligibility.
